Codex Desktop runtime provisioning issue on Windows

The desktop app currently has no configured workspace runtime.
workspace_dependencies returns:

“未配置 bundled runtime dependencies”
(No bundled runtime dependencies configured)

The codex-primary-runtime directory is also missing. This indicates that the
desktop app or account configuration does not declare codex-primary-runtime,
rather than the runtime download merely failing.

Reinstalling and resetting the desktop app does not start a runtime download
or produce an installation error.

Documents, Spreadsheets, and Presentations are available on ChatGPT web, but
unavailable in the Windows desktop Codex environment.
