[RELEASE] The pipeline that releases to WinGet seems broken

What issue are you seeing?
Apart from the fact that releases that are now 3 weeks old are still not released (https://github.com/microsoft/winget-pkgs/pulls?q=is%3Apr+is%3Aopen+%22OpenAI.Codex%22), the last 3 PRs fail, with labels Validation-Executable-Error and Validation-Defender-Error.
This locks Windows users that have Codex installed through WinGet from trying GPT 5.6.
