Codex desktop app on Windows is causing high CPU and severe device heating after launch.

Version/path observed:
OpenAI.Codex_26.707.3748.0_x64__2p2nqsd0c76g0

Only Codex is open; no other large workload is running. The machine becomes very hot shortly after launching Codex.

Process evidence:
ChatGPT.exe CPU accumulated 109.765625
codex.exe CPU accumulated 19.734375
Multiple msedgewebview2.exe processes are also active under Edge WebView2 148.0.3967.70.

This looks like an idle CPU / WebView2 / app shell issue in Codex desktop 26.707.3748.0.

What steps can reproduce the bug?

1. Start Windows normally.
2. Open only the Codex desktop app.
3. Do not run any large local task, build, test, browser automation, or visualization.
4. Wait for a short period after launch.
5. The computer temperature rises noticeably.
6. Process inspection shows Codex-related processes consuming CPU, especially ChatGPT.exe, codex.exe, and several msedgewebview2.exe child processes.
