Creating a new local Codex task consistently fails in Codex Desktop.

The UI eventually shows:

no rollout found for thread id <newly-created-thread-id>

Open Codex Desktop on macOS.
Select a local project.
Create a new local task with any prompt.
Wait for task creation to finish.

### What is the expected behavior?

A new local Codex task should be created and the prompt should start running.

Task creation times out. The app then attempts to resume a thread that was not successfully created and shows: no rollout found for thread id 019f5fbe-5850-7211-83ac-c8f3cac3b069
