Codex sandbox with network policy silently does nothing unless `feature.network_proxy` is enabled

What issue are you seeing?
After configuring network permissions, I noticed they were not active.
What steps can reproduce the bug?
Configure network restrictions in new permission profile.
Do not set features.network_proxy to true.
Let codex access the restricted network domain.
What is the expected behavior?
If network-policies are configured, this should imply activation of the network proxy.
If this is not possible to auto-activate, then at least a validation error should be thrown.
