Codex app automatic handoff from ChatGPT fails with “Error submitting message”

What issue are you seeing?

This may be related to existing issue #33046, but I am reporting additional environment details and reproduction steps.

Problem

ChatGPT Desktop cannot automatically create/open Codex tasks.

When starting a Codex task from ChatGPT, the task creation fails and Codex does not receive a valid rollout/thread.

Manual tasks created directly inside Codex work correctly.

Environment

• Platform: Windows x64
• OpenAI.Codex version: 26.707.9981.0
• Installation: Microsoft Store app
• Repository affected during testing: local development repository

Reproduction steps

1. Open ChatGPT Desktop.
2. Start a new Codex task using the automatic handoff.
3. Wait for task creation.
4. The task fails instead of opening a working Codex session.

Expected behavior

ChatGPT should create the Codex activity automatically and open a runnable Codex task.

Actual behavior

The created task fails before Codex execution starts.

Additional information

• Reset/repair of the Windows app did not solve the issue.
• Manual Codex tasks created directly in the Codex app work correctly.
• The issue appears specific to ChatGPT → Codex automatic handoff.
• Multiple ChatGPT processes and a Codex process remained active after failure.

What steps can reproduce the bug?

What is the expected behavior?

When starting a Codex task from ChatGPT, the handoff should automatically create a working Codex thread and allow the task to run normally.

The created Codex activity should open without errors, the initial message should be submitted, and Codex should be ready to execute the requested task.

Additional information

The issue only happens with automatic ChatGPT to Codex handoff.

Manual Codex tasks created directly inside the Codex app work correctly.

The problem remains after repairing the Windows app and reopening it.
