New chatGPT (Codex) desktop app opens, then exits on Windows ARM64 Surface

Microsoft Surface, Windows ARM64

What issue are you seeing?

Behavior:
The Codex desktop app opens briefly, then closes approximately 8 seconds later.

What steps can reproduce the bug?

opening it... instantly closes

What is the expected behavior?

that it would stay open and work :P

Additional information

Troubleshooting already completed:

• Repair
• Reset
• Uninstall/reinstall
• Restart
• Fresh sign-in
• Renamed .codex folder
• Run as administrator

Results:

• ChatGPT Classic works normally
• Windows AppModel Runtime reports successful process creation
• Process created: app\ChatGPT.exe
• App container is destroyed several seconds later
• No Application Error
• No Reliability Monitor failure
• No exception code
• No failed activation event

Impact:
I cannot access my local Concordance project through the desktop Codex interface.
