Codex app on windows hat long overhead on shell commands

What version of the Codex App are you using (From “About Codex” dialog)?

What platform is your computer?

What issue are you seeing?

Codex Desktop on Windows adds ~46s overhead to every shell_command.
Happens with both Get-Date and cmd /c echo hello.
The commands themselves complete instantly in a normal terminal.
New Codex task has same delay. Reinstall and deleting ~/.codex did not help.

What steps can reproduce the bug?

tell codex to "call Get-Date"

What is the expected behavior?

Quasi instant response, not response after a minute

Additional information

Codex-Cli has the same problem. The problem did not occur in the old codex-app
