Switch mode - wrong read only estimation

What steps can reproduce the bug?

If you make a 1sr request in chat mode and then in the next prompt you are going to ask for execution in agent full mode I see that the model is thinking to be still in the read only mode (I see explicit read only COT traces).
So at the end it is proposing a change plan instead of executing it.
