[Windows Desktop] Minimize button remains highlighted after restoring the window

What issue are you seeing?

The Minimize button remains in the hovered/highlighted state after restoring the application from the Windows taskbar.

The issue does not occur when the application is first launched.

It only appears after minimizing the window and restoring it.

The hover highlight remains visible even though the mouse cursor is not over the title bar.

Moving the mouse over the Minimize button immediately clears the incorrect hover state.

The issue is consistently reproducible.

What steps can reproduce the bug?

  1. Launch the ChatGPT Desktop app (Powered by Codex & OWL).
  2. Verify that the window control buttons are displayed normally.
  3. Click the Minimize button.
  4. Restore the application from the Windows taskbar.
  5. Observe that the Minimize button remains highlighted even though the cursor is not hovering over it.

What is the expected behavior?

After restoring the application, the Minimize button should return to its normal (non-hovered) appearance unless the mouse cursor is actually hovering over it.

Additional observations:

  • The issue does not occur immediately after launching the application.
  • It appears only after minimizing the window and restoring it.
  • Maximizing and restoring the window does not clear the highlighted state.
  • Hovering over the Minimize button immediately restores the correct visual state.

This appears to be a stale hover state that is not cleared when the window is restored.
