Custom GPTs are missing entirely, and skills only show your Codex skills when in ChatGPT mode, not your ChatGPT skills

What steps can reproduce the bug?

Create a skill on chatgpt web
Open the plugins menu on the desktop app
Go to Skills
Your ChatGPT skill you created will be missing
You will also notice no option for custom GPTs

What is the expected behavior?

Your web skills will appear
Option for custom GPTs will appear
