Summary
A project created in the Windows ChatGPT Desktop application initially functioned correctly, but after restarting the application/computer it became inaccessible as a project. The project and all chats created within it exist only in the desktop application and are completely absent from the web interface when using the same account.

Steps to Reproduce
Create a new Project using the + beside Projects.
Open the project.
Create several chats inside the project.
Close and restart the desktop application (or reboot the computer).
Attempt to use the project again.
Expected
Project opens normally.
New chats can be created within the project.
Project appears on the web interface.
Chats synchronize between desktop and web.
Actual
After restart:
Clicking the project does not open the project page.
Double-click only collapses/expands the chat list.
Existing chats remain accessible from the sidebar.
No project page is shown.
Global + New Chat creates a normal chat, not one within the project.
The project has a different context menu from working projects.
The project is completely absent from the web interface.
None of the chats created inside the project appear on the web interface.
Other projects synchronize correctly and behave normally.
Additional Observations
The project originally worked correctly before restart. The failure occurred
only after restarting the desktop application/computer, suggesting the problem may involve local persistence or synchronization of project metadata.

Bug Report – Desktop App Project Cannot Be Opened or Create New Chats

Summary

A project created in the ChatGPT Desktop application cannot be opened as a project, preventing the creation of new chats within that project. Existing chats remain accessible, but the project behaves differently from other projects.

Environment

Platform: ChatGPT Desktop Application

Operating System: Windows

Account: ChatGPT Plus

Date Observed: July 17, 2026

Expected Behaviour

When clicking a project in the sidebar:

The project page should open.

A New Chat button should be available for creating chats within the project.

The project should display the same context menu options as other projects.

Creating a new chat should place it inside the selected project.

Actual Behaviour

The affected project behaves differently from all other projects.

Clicking the Project

Clicking the project name in the sidebar does not open the project page.

The current chat remains displayed.

Double-clicking the project briefly collapses the project's chat list and immediately expands it again.

The project page is never displayed.

Context Menu

The affected project has a different right-click menu from other projects.

Working projects display:

New local chat

Pin project

Project Settings

Delete project

The affected project does not display these options.

Creating a New Chat

Selecting + New Chat at the top of the sidebar only provides:

Chat

Work

There is no indication that the new chat belongs to the selected project.

The newly created chat is not added to the project.

Additional Observations

Existing chats inside the project are visible in the sidebar.

Existing project chats can be opened normally.

The issue appears limited to the project itself rather than the chats it contains.

Other projects on the same account behave correctly.

The affected project was originally created using the Desktop application, whereas other projects were created differently and function normally.

Troubleshooting Performed

The following possibilities were investigated:

Verified the project contains existing chats.

Attempted to open the project by clicking its name.

Attempted to open the project by double-clicking.

Checked for a project-specific New Chat button.

Checked the project's right-click context menu.

Compared the context menu with other working projects.

Created a new chat using the global + New Chat button.

Confirmed the new chat is not added to the project.

Possible Cause

The project appears to exist, but its project metadata or Desktop UI state may be inconsistent.

Evidence supporting this:

Existing chats are still associated with the project.

The project cannot be opened.

The project exposes a different context menu than working projects.

New chats cannot be created within the project.

This suggests the Desktop application may have created or stored the project in an inconsistent state.
