Terra and luna stop their turn without doing anything

What steps can reproduce the bug?

It happens around 200k context. Initial prompt was using terra high:
score 1-10/10 usefulness/value of each added tests in this branch after commit [...]. read their body and relevant codebase. output list sorted by score asc

then I asked several times "did you miss these [...] tests?", "did you miss anything this time?", "did you read body and [related codebase where necessary for scoring] for all of them?"

What is the expected behavior?

Executing user request without stopping in 30 seconds.

Same issue I encountered several times on terra high sub-agent when it was told to redo some stuff it did wrong in a 400kb review-report file it created.
