Codex IDE extension does not initialize when opening the first project in Positron on Ubuntu 24.04

Bug description
The Codex IDE extension sometimes fails to initialize when I open a project directly in Positron. The Codex panel opens, but neither the prompt/composer nor the previous chats are displayed.
As a workaround, I have to switch to a different project. Codex then loads correctly in that project. When I return to the original project, Codex also loads and works normally.
This behavior is reproducible after starting a new Positron session. It appears that switching workspaces triggers or completes the extension initialization.
