Windows app continuously reloads; Settings disappears and Codex workspace cannot load

What issue are you seeing?

The OpenAI Codex/ChatGPT Windows desktop app is unusable.

The central workspace continuously reloads and returns to the OpenAI loading spinner. In the attached 37-second screen recording, the normal message composer briefly appears, but the app immediately returns to the loading state.

Additional symptoms:

• Settings briefly opens and then disappears.
• The main workspace does not remain loaded.
• Existing chats do not appear.
• Codex cannot be accessed normally.
• Only the File, Edit, View, and Help menu items remain consistently usable.
• ChatGPT works normally in my web browser.
• No visible error message is displayed.

Troubleshooting already completed:

• Ended the app through Task Manager.
• Used Windows Repair.
• Used Windows Reset.
• Uninstalled and reinstalled the app.
• Restarted the computer.
• The problem continues after reinstalling.
