What platform is your computer?

Windows 11

What issue are you seeing?

When starting the new ChatGPT / Codex Application it begins to flicker and/or glitch. Sometimes going into a "Not Responding" state sometimes eventually stopping and I am able to use the application. This was not happening prior to the upgrade recently with the software.

What steps can reproduce the bug?

Start the application

What is the expected behavior?

No flickering or glitching on startup of the application

I have exactly the same issue.

Version: 26.715.31925
Platform: Windows 11 25H2 (Build 26200.6899)
Installed from Microsoft Store.

Symptoms:

  • The Work page continuously flickers.
  • The OpenAI logo keeps re-rendering.
  • Sometimes the app becomes "Not Responding".
  • Reinstalling the app did not help.
  • Resetting the app data did not help.
  • Renaming %LocalAppData%\OpenAI\Codex did not help.
  • The web version works perfectly.

The issue started immediately after updating to 26.715.31925.

This seems like a systemic problem which needs addresses ASAP. It is becoming unusable at this point. Now it is beginning to lock my entire machine up. If I never open the application the issues never happen.

Claude was kind enough to provide the following:

Codex is stuck in a failed update loop. From the event log on 7/24:

Installation Failure: Windows failed to install the following update with error 0x80073D02: 9PLM9XGG6VKS-OpenAI.Codex 0x80073D02 means "resources it modifies are currently in use." Codex is pinned at 26.715.7063.0 and can't move.

The real reason the Codex update fails is that Codex is running — and it has leaked 25 child processes.

codex.exe (PID 20392)
├─ 25 node.exe / node_repl.exe children
└─ spawned in batches: 9.8h ago, 8.1h, 7.9h, 1.5h — never reaped
That's ~900 MB and 25 processes from one app, accumulating in waves. MSIX packages can't update while running, which is exactly your 0x80073D02. So Codex is both the thing glitching and the thing blocking its own fix.
