Settings panel flickers due to conditional button rendering and collapsed quota section

What issue are you seeing?

I often open the gear icon in the bottom-left corner to check my weekly quota or access settings. However, the quota button is always collapsed, requiring me to move the mouse and click to expand it. Meanwhile, the "Invite a friend" button occasionally flickers into view in the settings panel — it isn't permanently displayed in the Codex panel, but appears selectively based on date or some other condition. This causes a flicker when it shows up, and I often end up accidentally clicking other buttons like "Hide Pets."

Besides,I do not take a screenshot because the flicker is too fast and sudden.

What steps can reproduce the bug?

After hiding the Codex in the background for a long time,then opening it,clicking Settings,and checking the usage

What is the expected behavior?

The settings panel should have a stable layout. The quota button should be easily accessible by default, and conditional buttons should appear without causing flickering, layout shifts, or accidental clicks on adjacent controls.
