Show a welcome or ready state when a new side chat has loaded

What problem are you seeing?

When starting a new side chat, the side chat does not show the same kind of welcome message or obvious ready state that the normal new task interface shows.

As a result, the panel can look like it is still loading or stuck, even though it has actually loaded successfully and is ready for input.

Desired behavior

When a new side chat opens successfully, show a clear loaded/ready state. For example:

• Display a short welcome message, similar to the normal new task experience.
• Show placeholder text that clearly indicates the side chat is ready.
• Replace any loading indicator with an explicit empty-state message.

Why this matters

The current empty state creates uncertainty. A small ready-state cue would make the side-chat workflow feel more reliable and reduce the chance that users wait unnecessarily or retry opening the side chat.
