Branched chats show the selected approval mode but do not honor it

What issue are you seeing?
In the Codex desktop app, branching a chat from an ongoing conversation causes the selected approval/permission mode to stop being honored behaviorally.
The branched chat still visually shows the selected mode (for example, Approve for me or Full Access), but it keeps asking for approvals as if that mode were not in effect. The original conversation works correctly with the same visible setting.
Changing the approval mode in the branched chat also does not resolve the problem: the UI updates to show the newly selected mode, but the behavior remains incoherent with whichever mode is selected and the chat continues to request approvals unexpectedly.
What steps can reproduce the bug?
- Start a Codex chat and set its approval mode to Approve for me or Full Access.
- Continue working in the original chat and confirm that the mode behaves as expected without unexpected approval prompts.
- Branch from the ongoing chat.
- Confirm that the branched chat still visually displays the same selected approval mode.
- In the branched chat, ask Codex to perform actions that would normally be covered by that mode.
- Observe that it repeatedly asks for approvals.
- Switch the branched chat to the other approval mode and repeat the action.
- Observe that, despite the UI reflecting the new selection, the branched chat's approval behavior remains inconsistent with the selected mode.
What is the expected behavior?
The branched chat should honor the approval/permission mode it displays. Switching the mode should also take effect immediately and consistently.
With Approve for me or Full Access selected, the branched chat should not request approvals for actions that the original chat handles under the same mode.

The issue is behavioral rather than visual: the selected mode remains displayed after branching, but its effective behavior appears to revert or become disconnected from the UI state. The original chats work fine; the issue only occurs after branching from an ongoing chat.
