Windows: composer “Add files and folders” only allows selecting files

This occurs from the plus (+) menu in the bottom-left of the conversation composer. The same popup also contains options such as mode selection. The affected menu item is labeled Add files and folders.

Issue

When selecting Add files and folders from the conversation composer menu, the Windows system picker only allows selecting files. There is no way to select a folder, despite the menu label explicitly saying that both files and folders can be added.

This matters when a user wants to attach another project directory or folder as context for the current conversation. Codex also suggested that a folder could be added, but the actual picker did not permit folder selection.

The only workaround was to broaden/disable the sandbox restriction so Codex could access the other project directory, which is not an equivalent replacement for explicitly adding a folder as conversation context.

Steps to reproduce

  1. Open a conversation in the Codex Windows app.
  2. Click the + button in the bottom-left of the message composer.
  3. Choose Add files and folders.
  4. In the Windows picker that opens, try to select a folder.

Actual behavior

Only files can be selected. Folders cannot be selected.

Expected behavior

Because the menu item is labeled Add files and folders, the picker should support selecting a directory as well as individual files, or the app should provide separate file and folder actions.

Impact

Users cannot attach a project directory or other folder as conversation context through the advertised UI, and may resort to weakening sandbox permissions to access content outside the current project.

Clarification

This report concerns the composer attachment menu, not necessarily VS Code-style multi-root workspace support. Issue #27943 tracks the broader request for multiple workspace folders.

I can still reproduce this on Windows on July 29, 2026.

The composer menu item says "Files and folders", but after clicking it the native Windows dialog behaves as a file-only picker. Clicking a folder enters it instead of attaching the folder.

Dragging the folder into the composer/source area works as a workaround.
