Windows desktop app does not load organization Skills while web client does

ChatGPT Business (FIMX workspace)

What issue are you seeing?

The Windows desktop app does not load organization-shared Skills into the native Skills system.

I am using a FIMX workspace where organization Skills are available.

In the web client (chatgpt.com/skills), the following Skills are visible:

• github-pr-next-action
• skill-creator
• old-photo-enhancer
• grill-me

However, in the Windows desktop app native Skills page, only system Skills are shown:

• Image Gen
• OpenAI Docs
• Plugin Creator
• Review Agent
• Skill Creator
• Skill Installer

The issue is not related to account/workspace permissions:

• Same account is used in both clients
• Same FIMX workspace is selected
• Reinstalled the Windows app
• Opening chatgpt.com/skills inside the desktop app embedded browser shows the FIMX Skills correctly

The problem appears to be limited to the native desktop Skills integration/runtime.

Example:
When asking:
"Use github-pr-next-action for this task"

The desktop app responds that it does not have a capability/tool named github-pr-next-action available.

What steps can reproduce the bug?

Opening https://chatgpt.com/skills inside the desktop app's embedded browser shows the organization Skills correctly, but the native desktop Skills page does not.

What is the expected behavior?

The Windows desktop app should have the same Skill availability as the web client.

Organization Skills enabled for the workspace should:

• appear in the Skills list
• be selectable/usable in chats
• execute the same way as in the browser client

The embedded browser view already proves the workspace has access to these Skills.
