[Bug] v26.721.31836: session completion notifications appear on other devices under the same account

On Codex macOS v26.721.31836, system notifications for a session completion are pushed to other devices (for me, MacBook) logged into the same Codex account. This did not happen in older versions.

What steps can reproduce the bug?

1. Log into the same Codex account on two devices (e.g., Mac A and Mac B).
2. Start a task on Mac A and let it finish.
3. Mac B receives a completion notification for that task.

What is the expected behavior?

• Expected: notification only on the device where the task ran.
• Actual: notification appears on other devices too.
