macOS: ChatGPT.app repeatedly asks “would like to access data from other apps”

Codex asks for access. I say no. Some time later it asks again.

What steps can reproduce the bug?
Running Codex without having granted permission - eventually (at a seemingly random time) it asks for permission.
What is the expected behavior?
(a) It's not clear why it's asking for permission in the first place. I have not knowingly enabled a feature that should require it.
(b) After refusing permission, it should not ask again. If necessary, it should show some UI indicating what features will not be available unless permission is granted, and it should then disable those features, and give me instructions on how to manually re-enable them if I want to later.

I can reproduce this as well on macOS.
I investigated the issue further and found the following:
com.openai.codexAfter allowing the permission again, TCC shows:
The permission dialog continues to appear repeatedly.
Additional observations:
ChatGPTHelperremains running in the background.~/Library/LaunchAgents.This seems related to
SystemPolicyAppData/ App Data Access rather than any specific application integration.I have the same issue, with ChatGPT desktop app 26.814.41407, build 6720
