Windows Codex App task receives environment_context but no terminal execution tool

What issue are you seeing?

Environment:

• Windows, PowerShell
• Codex desktop app in Chinese
• Workspace and unrestricted filesystem are present in environment_context

Actual behavior:

• The task receives cwd/workspace_roots and permission information.
• The model has no callable terminal/exec_command tool.
• It cannot execute Get-Location, read skill-installer/SKILL.md, or install skills.
• Restarting the app and creating a new task did not resolve it.

Expected behavior:

• A local coding task should expose a terminal execution tool.
