I cannot set the reasoning effort for codex exec only the model as gpt-5.

Current workaround: (--config flag)

$ codex exec -c model_reasoning_effort=high

Thanks for the suggestion. This feature request hasn't received any upvotes in nearly three months, so I'm going to close it.
