Make codex --resume and --continue to be project specific

What feature would you like to see?

Currently, when you type codex --resume, you get a full list of conversation histories across all the projects, which makes it quite difficult to go through. It'd be much more useful if the resume selections are project specific.

This also applies to codex --continue, currently, when you're running multiple repos, if you do codex --continue in one repo when you had a more recent codex interaction in another repo, it'll pick up the conversation from that other repo, which is not helpful.
