What steps can reproduce the bug?
内网电脑 win10 安装了常用c++运行库等，运行其他的都可以：
C:\Users\Lenovo>where codex
D:\codex\node_modules\.bin\codex
D:\codex\node_modules\.bin\codex.cmd
C:\Users\Lenovo>codex --version
codex-cli 0.144.5
但是运行codex就报错：error: 参数错误（os error 87）
