ChatGPT Sites: unable to change deployed Site from owner-only to public

Summary

I can create and deploy a ChatGPT Site, but I cannot change its access from owner-only to public.

The Sites interface displays:

Unable to save sharing settings

When Codex tries to change the access setting, the underlying error is:

Publishing Sites to the internet is not enabled for this workspace.

Steps to reproduce

1. Create and deploy a ChatGPT Site.
2. Open Sites.
3. Open the sharing settings for the deployed Site.
4. Select “Anyone on the internet.”
5. Save the sharing settings.

Actual result

The interface displays “Unable to save sharing settings,” and the Site remains owner-only.

Expected result

The access setting should change to “Anyone on the internet,” or the interface should clearly explain why public publishing is unavailable and what the user can do to enable it.

Environment

• ChatGPT/Codex desktop app on Windows
• Account owner and Site owner
• Location: Bulgaria, European Economic Area
• Site deployment itself succeeds
• Only changing the sharing setting fails

Additional information

The Sites access information indicates that public is an available access mode, but attempting to use it is rejected because internet publishing is not enabled for the workspace.

This may be related to #33280, but the underlying error is different. Issue #33280 reports an AttributeError; this report receives an explicit workspace-publication restriction.

Please confirm whether this is caused by regional availability, account rollout, plan restrictions, or an incorrect workspace configuration.
