What is the issue?

The Codex extension for VS Code runs on and uses the same toml configuration file that that CLI uses and seems to be based on the CLI. However, the VS Code extension forces a ChatGPT web login and doesn't appear to always use or use the toml configuration even though it says that it does. Does this support custom provider configurations (i.e., Azure) or is it intended only for OAI login? This should be clarified and differentiated in the documentation especially where its discussed regarding the usage of the toml file. Whenever I open the config file, it goes to the same toml file that the CLI uses.
