Support hotkeys with non latin keyboard

What feature would you like to see?

Existing hotkeys work only with the Latin keyboard. For different keyboards, hotkeys don't work because chars are different. Hotkeys should rely on the key code, not on the char code; it will work for any keyboard layouts.
