Voice Mode on mobile cannot read existing Codex threads

Summary
When using Voice Mode on mobile, the voice agent cannot read existing remote Codex threads directly anymore.
Test environment
- iOS 27.0
- ChatGPT mobile app 1.2026.202
Steps observed
- Ask Voice Mode to find a known Codex thread by title.
- The thread may be discovered by search.
- Attempting to read the thread fails because its host is reported as unavailable.
Expected behavior
Voice Mode on mobile should be able to retrieve and read threads available through the Codex thread service, or clearly recover from a temporarily unavailable host.
Actual behavior
The thread cannot be read, preventing access to its conversation history from Voice Mode on mobile.
