Add an option to ignore the voice chat hotkey while another app is fullscreen

Please add an optional setting that prevents the global voice chat hotkey from activating while another application is running in full screen.

Suggested label text:
Ignore voice chat hotkey while an application is running in full screen When another app (e.g. Counter-Strike) is fullscreen, the voice chat hotkey is ignored to prevent accidental activation.
Motivation

The voice chat hotkey is global and can therefore be triggered accidentally while playing a game or using another full-screen application. This may open Codex, cause lag, or otherwise interrupt the active application.

Disabling the hotkey entirely is not ideal because it is still useful while working on the desktop. A full-screen exception would preserve the shortcut while preventing accidental interruptions.

Expected behavior
  • Add a toggle below the existing voice chat hotkey setting.
  • When enabled, ignore the voice chat hotkey while another application is running in full screen.
  • Enable the hotkey again after the user exits full-screen mode or Alt-Tabs back to the desktop.
  • Do not prevent voice chat from being started manually inside the Codex app.
  • Ideally support both exclusive full-screen and borderless full-screen applications.

Additional information

I really find CTRL+SPACE being the ideal voice hotkey, but when I play games I find myself pressing that key combination every now and then, and it causes incredible lag in CS2 :/
