Malformed config.toml would break VS Code Codex plugin

### What platform is your computer?

### What steps can reproduce the bug?

In ~/config.toml

```toml
model_reasoning_summary = "concise"yoyoyoyo
```

### What is the expected behavior?

VS Code Codex extension should be working but hinting config.toml has syntax error

### What do you see instead?

Codex plugin keep loading and never about to boot up
