What issue are you seeing?

In the ordinary Chat tab of the unified ChatGPT desktop app, I cannot submit another user message while ChatGPT is still generating the current response.

The same ordinary Chat workflow on chatgpt.com allows me to submit another message while the assistant response is still in progress.

This matters during long answers because I frequently need to add a missing fact, correct the direction, or refine the request before the current response finishes. On web Chat I can do that. In desktop Chat I have to wait until generation completes before I can send the next message.

This report is specifically about the normal Chat experience. It is not a request for Codex queue/steer behavior and is not about Work tasks.

Controlled A/B

Same account, same ordinary Chat use case:

The client/surface is therefore the material variable in the reproduction.

Steps to reproduce

1. Open the current unified ChatGPT desktop app on macOS.
2. Select Chat.
3. Start or open a normal ChatGPT conversation.
4. Send a prompt that produces a response long enough to remain visibly in progress.
5. While ChatGPT is still generating, type a second message intended to add information, correct the direction, or continue the conversation.
6. Attempt to submit that second message before the first response finishes.
7. Observe that desktop Chat does not allow the second message to be submitted while generation is active.
8. Repeat the same workflow in ordinary Chat at chatgpt.com.
9. Observe that web Chat allows the additional message to be submitted while the response is still in progress.

Expected behavior

The ordinary Chat experience should have consistent mid-response input behavior across web and the unified desktop app, or the desktop limitation should be explicitly documented and surfaced in the UI.

Ideally, desktop Chat should allow the same mid-generation follow-up/correction behavior available in web Chat so a user can redirect a long response without waiting for it to finish.

Actual behavior

Desktop Chat prevents submission until the current assistant response has completed, while web Chat permits another message during generation.

Related issue checked

#33753 ([macOS][Chat] Cannot send follow-up messages after the initial response) is related to Chat composer availability but is not the same reproduction. That report says to wait for the assistant response to finish and then the conversation cannot continue. In this report, the problem is specifically the inability to submit while the current response is still generating; normal follow-up after completion is not the reported defect.
