What issue are you seeing?

Codex CLI's prompt composer renders a full blank row when a normal single separator space lands immediately after a visual line that exactly fills the textarea width.

The input contains one space, not a newline. Resizing the pane by one column moves the blank row to a different word boundary.

What steps can reproduce the bug?

1. Run Codex CLI 0.147.0 with a 102-column terminal or pane. (102 isn't a special number just so happens that was my width and reproduced this precisely, also happens with any other width)
2. Paste this single paragraph:

One independent observation: most of the remaining ~26K ops/s is process_runtime_marker's 1s negative TTL re-reading environment blocks of the same candidates. Since a process's environment can't change after spawn, caching negative results for the lifetime of (pid, creation_time) would close that too, orthogonal to the snapshot-lifetime design choice here.

1. Observe a blank row between environment and can't, even though the source contains one space.
2. Resize the terminal or pane to 103 columns.
3. Observe the blank row move to the boundary after would.

This reproduces with the same input and without submitting the prompt.

What is the expected behavior?

A separator space at a soft-wrap boundary should be consumed by normal word wrapping. The next word should start on the following visual row without inserting an empty row. The underlying prompt text should remain unchanged.

This appears to have started with PR #37166 (ad6e48ddd35af1ab477d417ceb1becb5dbb96a60), which added extra handling for overflowing spaces to keep the cursor inside the viewport:

Current main at 3aae5d885bac39c1262491aa3fd100dfd8b3919f still contains the behavior.

At 102 columns the blank row appears after environment. At 103 columns it moves after would, which shows this is width-dependent rendering rather than an input newline.
