Codex-security running somewhere drained entire quota

What issue are you seeing?

I ran codex-security, my limits were hit and it stopped. When my limits were restored, it kept running somewhere and once again drained my 5x quota a few hours later. I tried to stop it, but could not find a process id to kill as I already canceled the codex interface. This drained my quota without codex actively running.

What steps can reproduce the bug?

I used codex-security deep scan, hit a limit, limit reset, and quota drain continued.

What is the expected behavior?

Codex-security is stoppable.

Additional information

I don't even have any reports or results, just effectively 2 weeks of quota drained.
