Browser Use blocks localhost despite Allow browsing permission

Browser Use blocks http://localhost:3000 with “A saved user permission setting blocks this action”.
The site is set to Allow browsing and opens normally in the built-in browser. I removed and recreated the permission, fully restarted Codex, and tested a new chat. The error remains.
