Plus account shows 100% weekly usage remaining but Codex returns "You've hit your usage limit"

I am experiencing what appears to be an incorrect server-side usage/quota and model-entitlement state on my ChatGPT Plus account.

Issue 1 — Codex says my usage limit has been reached despite the dashboard showing 100% remaining

The official Codex usage dashboard currently shows:

Weekly usage limit: 100% remaining
Credits remaining: 0

Codex /status also showed:

Account: ChatGPT Plus
Weekly limit: 100% left
Codex CLI: 0.147.0

However, when attempting to use Codex, I receive:

You've hit your usage limit. Upgrade your plan or add credits to continue, or try again at 20 Aug 2026, 16:29.

This occurs even though the Codex usage dashboard shows that 100% of my included weekly allowance remains.

Issue 2 — GPT-5.6 Sol is incorrectly rejected

Codex allows me to select gpt-5.6-sol, and /status shows:

Model: gpt-5.6-sol (reasoning low, summaries auto)

However, attempting to use the model produces:

The 'gpt-5.6-sol' model is not supported when using Codex with a ChatGPT account.

The same Codex installation and ChatGPT Plus account can use GPT-5.6 Luna successfully.

I have already signed out of Codex and authenticated again. Codex correctly recognises the account as ChatGPT Plus.

There therefore appears to be a mismatch between the entitlements/quota reported for my Plus account and those being enforced by the Codex backend.

Could you please investigate the server-side Codex usage/quota and GPT-5.6 Sol entitlement associated with my account?

I can reproduce this on ChatGPT Plus with Codex CLI 0.147.0 on Linux.

Current behavior:

gpt-5.6-luna: works
gpt-5.6-terra: works
gpt-5.6-sol: fails with:

{"type":"error","status":400,"error":{"type":"invalid_request_error","message":"The 'gpt-5.6-sol' model is not supported when using Codex with a ChatGPT account."}}

Config explicitly selects:

model = "gpt-5.6-sol"
model_reasoning_effort = "high"
service_tier = "default"

I have already performed a full ChatGPT re-authentication multiple times, including codex logout and deleting ~/.codex/auth.json, with no change. Since Luna and Terra work under the same ChatGPT login, authentication itself appears healthy; only Sol is being rejected.

This started immediately after purchasing ChatGPT Plus. The current Codex pricing/docs advertise Sol access for Plus, so this looks like a backend entitlement/provisioning mismatch rather than a local CLI/config issue.

I am seeing a closely related quota/entitlement mismatch on Codex Desktop for Windows after a Free → Plus transition.

Timeline:

My ChatGPT Plus subscription had expired, so the account reverted to Free.
I unknowingly exhausted the Free Codex allowance.
I then renewed ChatGPT Plus.
After renewal, Codex worked normally for a while under Plus.
While I was actively using Codex, it suddenly started returning the usage-limit error again.

Current contradictory state:

Codex Usage UI shows 59% of the 7-day allowance remaining and a reset date of Aug 20.
Codex nevertheless blocks all requests with: You've hit your usage limit ... try again after Aug 20, 2026 11:45 AM.
I signed out of the Codex Desktop app, fully re-authenticated, and signed back in, but the block persists.

This differs from #38379 in one important way: re-authentication did not fix the problem in my case, and Plus had already been working normally for some time before the quota block reappeared.

I also noticed two unexpected ChatGPT web session expirations requiring re-login after the Codex sign-out/sign-in sequence. I am not sure whether that is related, but it may point to an account/session entitlement synchronization issue rather than local client state only.
