Business member sees 0% usage after workspace credit top-up while tasks continue

What issue are you seeing?

After the workspace owner purchased/refilled workspace credits, Codex Desktop still shows:

Usage remaining: 0%

Codex tasks continue to run successfully after the refill, so the workspace credit pool is active and usable. However, the member-facing usage indicator remains stuck at 0% and provides no indication that requests are now drawing from workspace credits.

The affected member also cannot see the workspace's remaining shared credit balance. As a result, the UI provides neither an accurate availability indicator nor a way for the user consuming the credits to know how much shared balance remains.

Previous workspace credit refills caused the member-facing indicator to return to 100%, but the latest refill did not update it.

What steps can reproduce the bug?

  1. Use Codex Desktop as a non-owner member of a ChatGPT Business workspace.
  2. Exhaust the displayed usage allowance until the account popup shows 0% remaining.
  3. Have the workspace owner purchase/refill workspace credits.
  4. Continue running Codex tasks successfully.
  5. Reopen the account/usage popup.
  6. Observe that it still shows 0% remaining, with no shared-credit balance or “using workspace credits” state.

What is the expected behavior?

When workspace credits are available and Codex requests are succeeding, the member-facing usage UI should not misleadingly imply that no usage is available.

The UI should show at least one of the following:

  • the remaining shared workspace credit balance, if members are allowed to see it;
  • an accurate member-level remaining allowance or spend-control balance;
  • or a clear state such as “Included usage exhausted — using workspace credits,” together with a safe way to monitor remaining usable capacity.

If workspace balance visibility is intentionally restricted to owners, the member UI should still distinguish “no capacity available” from “0% included usage but workspace credits are active.”

Additional information

This resembles an existing class of Business usage hydration/display issues where Codex Desktop receives incomplete or stale rate-limit/credit state:

The practical impact is that a Business member can continue consuming paid workspace credits while the app shows 0% and offers no reliable remaining-capacity indicator.
