Support global/centralized instructions/AGENTS.md + configuration

What feature would you like to see?

Looking into considering codex for company wide rollout but we are missing the ability to provide a centralized AGENTS.md/INSTRUCTIONS.md file.

Ideally we would have the ability to provide one in a central place, outside of the users home directory which takes precedence.

We use this for providing guard rails and sharing company specific details.

Note: the same for configuration files, ideally basically any user configurable options would have a global configuration as well which could be managed by a mdm solution
