Currently, a workspace contains a chat in the side panel along with resources opened in tabs, such as the terminal, browser, files, review, etc.
However, it's not possible to start a fresh chat within the same workspace. Creating a new chat also creates a new workspace, causing us to lose all the resources that are currently open.
We should be able to start a new chat while keeping the same workspace and its opened resources.
Additional information
The goal is to make chats independent from the workspace lifecycle. Users should be able to start a fresh chat while keeping the same workspace, including all currently opened resources and tabs (terminal, browser, files, review, etc.).

Related to #38260, #35367, and #20907, but this request is specifically about allowing the active chat to be replaced with a fresh one without recreating the workspace or losing its currently opened resources/tabs.
