What issue are you seeing?

Starting or using a Codex sidebar conversation can make physical mouse movement severely delayed and uneven across the entire Windows desktop. The pointer can become so choppy that normal interaction is difficult. This remains reproducible on Microsoft Store package 26.810.7004.0.

There is also a direction-dependent audio symptom. While the stutter is active, rapidly scrolling downward in a browser with a Logitech free-spin wheel produces repeated beeps from the right speaker. The beep timing matches the input stalls. Scrolling upward does not produce the same behavior, and muting Windows audio stops the beeps.

The machine is not globally resource-saturated. A five-second sample during the current affected session showed low CPU use across the Codex/ChatGPT process group. A separate 77.6-second Chromium performance trace captured main-thread stalls and dropped frames.

The problem became frequent on August 15 after the previous 26.810 update and remains present after updating to 26.810.7004.0 on August 16.

What steps can reproduce the bug?

1. Launch Codex Desktop normally on Windows.
2. Start or continue a conversation from the sidebar.
3. Continue using the conversation until physical mouse movement becomes visibly delayed across Windows.
4. Open a scrollable page in a browser.
5. Use a Logitech free-spin wheel to scroll downward rapidly.
6. Observe repeated speaker beeps synchronized with the stalls.
7. Scroll upward rapidly or mute Windows audio; the beeps stop.

The time to onset is not fully deterministic. Since August 15 it has occurred frequently and can persist while Codex remains open.

What is the expected behavior?

Codex should not delay physical mouse input or affect system audio outside the application. Starting or continuing a sidebar conversation should remain responsive regardless of conversation size or retained diagnostic state.

Issue #38546 contains independent reports of system-wide mouse stutter, wheel beeps synchronized with the affected state, and reproduction on the same 26.810.7004.0 package.
