notifications using the bell (\a) escape code

In the TUI, Codex should have the ability to emit the bell (\a) code when desktop notifications are not supported.

Bell is almost universally supported by terminals, and is passed cleanly through Tmux, SSH etc. While not being as versatile as full-on desktop notifications, it still provides the user with a way to know when Codex has finished its task and is ready for more input.
