What issue are you seeing?

Spreadsheets plugin 26.813.12317 loads its skills, but load_workspace_dependencies is absent from the callable
tool set. artifact=true and workspace_dependencies=true. Reproduced in fresh read-only sessions on Codex CLI
0.147.0 and bundled 0.148.0-alpha.9, including tests with code_mode, executor_capability_discovery, and apps.
This prevents supported loading of @oai/artifact-tool.

One data point from the OSS side that narrows where this can be fixed: on main @ 1f41cc5d92, the workspace_dependencies feature key exists in the CLI (codex-rs/features/src/lib.rs#L1507-L1512, stage Stable, default-enabled) — but it has zero consumers: nothing in the codex-rs tree gates on Feature::WorkspaceDependencies, and there is no load_workspace_dependencies implementation or registration path anywhere in the OSS CLI code.

Two implications:

  1. Your negative results across code_mode, executor_capability_discovery, and fresh sessions are expected — no CLI-side flag combination can surface a tool the CLI has no wiring for. The flag being true is currently inert in these builds.
  2. The tool must be contributed by a layer outside this repo — the Spreadsheets plugin's own manifest/runtime or the Apps/connector surface. Given your observation that the plugin's skills load while the tool is absent, the gap is specifically in whatever step maps the plugin's declared tools into the callable set (or that step shipping only in Desktop-bundled runtimes, not the standalone CLI paths you tested).

That should save maintainers a round of CLI-side bisection: the fix lives in the plugin/apps tool-contribution path, not in the feature flags you already exercised.

Clean standalone CLI reproduction after terminating all ChatGPT and Codex processes.

Launch command:

codex --enable apps --enable plugins --enable workspace_dependencies --enable artifact --enable code_mode --enable executor_capability_discovery

CLI: codex-cli 0.147.0

The Spreadsheets skill loaded successfully. plugins, workspace_dependencies, and artifact were reported enabled, but the exact callable-tool registry check returned:

Therefore load_workspace_dependencies could not be called and the skill correctly stopped before attempting to import @oai/artifact-tool.

This reproduces in a clean process environment with no project-file access, fallback dependencies, guessed paths, or global packages. The Presentations skill also
directly requires the same missing loader, so the impact is not spreadsheet-specific.

Note: code_mode and executor_capability_discovery appeared false when queried by a nested codex features list process; the parent CLI was launched with both explicitly
enabled.
