[Windows] Image annotation cannot be sent in Codex Chat window, while Codex window works

Environment

• OS: Windows
• App: Codex Desktop
• Version: 26.818.41509
• Feature: Image annotation / image comments

Problem

In the Codex Chat window, after adding an annotation/comment to an image:

1. The annotation is created successfully.
2. The Send button becomes active (blue).
3. Clicking the Send button has no effect.
4. The message is not submitted.

Keyboard submission also does not send the message.

Steps to reproduce

1. Open Codex Chat window.
2. Attach an image.
3. Add an annotation/comment on the image.
4. Confirm the annotation.
5. Click the Send button.

Expected behavior

The annotated image should be attached to the conversation and the message should be sent.

Actual behavior

The Send button becomes active, but clicking it does nothing. The conversation does not update.

Comparison tests

The same workflow was tested on the same machine/account:
