Print % of used tokens before cutoff

What feature would you like to see?

In the footer, it would be nice to have the percentage of used allowance for this very coding session. It will allow us to plan the execution.

When it's running above some threshold, the info for the next renewal might be useful too

yep, but i need the confirmation that the dev team finds it useful

Additional information

The footer provides information about the tokens used (e.g., 380K tokens used). Still, it's within a single user session, which makes it less informative if the user reruns the Codex CLI or uses it in conjunction with the VSCode extension.

The remaining usage should be either in the /status or in the footer (i prefer the latter), but i'm open for suggestions
