Windows desktop app plugin catalog fails with “WORKSPACE scope requires an active workspace” on a personal Plus account

Hello OpenAI Support,
I am experiencing a persistent plugin catalog issue in the ChatGPT/Codex Windows desktop application.
Account:
- Personal ChatGPT Plus account
- I do not have an active ChatGPT Business, Enterprise, or other workspace
Environment:
- Active application package: OpenAI.Codex 26.818.8289.0
- Codex CLI: 0.149.1
- Platform: Windows
- First confirmed occurrence: August 25, 2026, around 07:11 Europe/Paris time
Problem:
When I open the Plugins directory, the application fails to load the remote plugin catalog and displays the following error:
“Failed to load plugins”
“search remote plugin catalog: remote plugin catalog request to https://chatgpt.com/backend-api/ps/plugins/search failed with status 400 Bad Request: {"detail":"WORKSPACE scope requires
an active workspace"}”
The local application logs also show this related request immediately before the plugin catalog error:
HTTP 401:
{"detail":"Must use workspace account for this operation"}
The failing route is:
/accounts/{account_id}/settings
This is then followed by the plugin search request returning:
HTTP 400:
{"detail":"WORKSPACE scope requires an active workspace"}
Expected behavior:
Because this is a personal ChatGPT Plus account without an active workspace, the application should load the OpenAI or Personal plugin catalog and should not request the catalog using
the WORKSPACE scope.
Actual behavior:
The Windows desktop application appears to select or restore the WORKSPACE scope even though no active workspace exists for this account.
Troubleshooting already performed:
- Completely uninstalled the Windows application
- Reinstalled the application
- Restarted the application
- Confirmed that the running process belongs to OpenAI.Codex 26.818.8289.0
- Confirmed locally that the signed-in ChatGPT plan is Plus
- The issue remains reproducible after reinstalling
The reinstall did not resolve the problem, possibly because the authentication state, application state, or remote plugin catalog selection persists outside the installed application
package.
Could you please:
- Check whether my ChatGPT account has a stale or invalid workspace association;
- Confirm whether the Windows application is incorrectly selecting the WORKSPACE plugin scope;
- Reset the workspace association on the server side if necessary;
- Provide a supported way to force the plugin catalog back to PERSONAL or GLOBAL scope.
I can provide a screenshot and sanitized Windows application logs if required.
Please note that I will not provide auth.json, access tokens, refresh tokens, cookies, or other authentication credentials.
