Problem

A newly created local Codex chat in the ChatGPT desktop app remains indefinitely in “Thinking”, even with the simple prompt:

只回复：测试正常

No response is displayed and the task does not complete in the desktop UI.

Expected behavior

The desktop Codex chat should immediately display:

测试正常

Control test

The bundled CLI works normally from Terminal and immediately returns the expected response:

/Applications/ChatGPT.app/Contents/Resources/codex exec --skip-git-repo-check "只回复：测试正常"

Codex Doctor findings

• Desktop app-server initialized successfully
• WebSocket connected successfully
• Authentication is configured
• State databases are healthy
• Desktop/runtime CDN is unreachable
• Bundled rg could not be found
• No failed health checks; two warnings

This appears to be a desktop UI/app-server completion-event regression rather than a model or authentication failure.
