Windows Desktop: assistant feedback icons are overlapped by the floating composer

What issue are you seeing?
The assistant-message feedback/action row at the bottom of a completed response is partially covered by the floating message composer.
The affected row contains the copy, thumbs-up, thumbs-down, and share/action icons. Its lower portion renders behind the top edge of the composer, making the controls look clipped and potentially harder to click.
This is a visual regression: the same message-action row was previously displayed fully above the composer.
A representative occurrence appeared immediately below an edited-files artifact card at the end of a response.
Steps to reproduce
- Open a local-project chat in Codex Desktop on Windows.
- Complete an assistant response, including a file-edit result/artifact card.
- Scroll to the bottom of the response.
- Observe the assistant message action icons directly above the floating composer.
Expected behavior
The complete message-action row should remain visible above the composer with sufficient bottom spacing. The composer should not overlap any response controls.
Actual behavior
The floating composer overlaps the lower portion of the message-action row.
Suspected layout area
This appears consistent with insufficient bottom padding/safe-area allocation for the scrollable transcript, or an incorrect stacking/position calculation between the transcript action row and the floating composer.
Regression information
The user reports that this did not occur previously and began appearing in the current app behavior.
Privacy note
A screenshot is available, but it contains project conversation content and was not attached publicly. A cropped UI-only screenshot can be provided if maintainers need it.
