Make history rewind scoped per cwd

What feature would you like to see?

Load session ids from ~/.codex/sessions/ on start.
When up arrow is pressed filter by id-s relevant to the current cwd.

Add session id or cwd to history entry, filter by it.
Maybe add setting to preserve old behavior
